ImmigrationCounters.com is dedicated to those
concerned about how their borders and immigration laws are being
managed. It shows the realities of illegal immigration and
challenges the popular myths. This concern is not about selfishly
protecting the country at the exclusion of anyone new, it's about
being a nation of laws, the same laws for everyone and this has
nothing to do with racism. History cannot be re-wound as some
activists would like to the days of the Pueblo People, to a land of
barrenness before the borders were established. Every developed
country now has immigration laws, without them sovereignty and
national identity is weakened, security is lost and a perpetual
string of problems result . The United States naturalization laws
have been established since 1790. Since 1929, illegal entry into the
United States has been a federal crime. Most Americans respect the
laws while raising their children to do the same, yet they know
about those in the country that violate not only the immigration
laws but virtually every law. They notice the unscrupulous
businesses that hire them and the government agencies that cater to
them at great expense, it's obvious the government has allowed this
problem to grow. Government agencies and lobbyist have a convenient
history of underestimating statistics and costs. If a "path to
citizenship" (Amnesty) is offered they'll quickly realize there are
significantly more than 10-11M in the country. This would also be an
offense to the millions of honest immigrants who've become citizens
through the established legal process, not trying to see what they
can get away with in the shadows. To live and work in America must
remain an invited and controlled privilege, not to be gained by
back-door tactics.
This issue is much larger than media 'poster
child' examples of parents being deported away from their anchor
child, something extremely rare. In fact, illegal immigrants know
that having an anchor child greatly reduces their chances of being
deported. Yet the same media is not sympathetic about American
parents being separated from their children when they're caught
breaking the law or for military parents on long deployments. In the
real-world, for decades Americans have witnessed millions of illegal
immigrants openly display undesirable activities and yet enjoy
special treatment that citizens don't receive; catch-and-release, a
type of sanctuary status that diplomats don't get, failure to appear
in court, immigrant gangs, drug and human
smuggling, violent crimes, massive I.D. fraud, motor vehicle
violations, tax free incomes, free social services including housing
and food stamps, free emergency room care, public school
enrollments, a full range of medical services for family members as
a result of chain migration to include elderly parents who draw on
the healthcare system and maternity care for their anchor babies. If
this weren't enough they then wave the Mexican flag in the streets
of America. Across the nation, District Attorney's routinely cut
plea bargains with illegals caught in serious crimes if they agree
to be deported, only to return back across the border in short
order. These kinds of activities are hard on the nation and its
communities, yet amazingly they're expected to buy the myth that
it's somehow "good for America." They must ask if these are the
people they want to reward with citizenship while others have waited
in line. Americans are also learning that the 14th Amendment was not
intended to reward illegal mothers and their Anchor Babies, they're
becoming outraged that their leadership has allowed this amendment
like a magnet to be violated on such a scale.
Are all illegal immigrants bad people, of course
not. Obviously some try their best to obey the laws and support
themselves independently. However, all illegal immigrants have in
bad faith violated federal immigration laws and this in-turn leads
to a long string of other violations, social impacts and attitudes
that effect our communities. The illegals themselves often pay a
price for living in the shadows, for example unreported crimes for
fear of deportation. Our government has failed even the illegals by
not sending a strong message to the world about our laws, instead
the message has been if they can get across the border they're "home
free." Now they're stuck in the middle of this problem also. Most
illegals will not assimilate, never planned or need to. Many
actually live quite well here, while others with their thrifty
lifestyles wire billions in tax free incomes back to their native
countries for powerful savings accounts. As the Data Sources Page
sites, an entire new housing market has evolved in Latin America to
build homes from remittance money, homes that many Americans will
never realize themselves. In many cases Americans who lose their
homes are as a result of illegal hiring, the undercutting of
prevailing wages and jobs lost to NAFTA. When the business
organizations lobby our elected officials (a partial list is
provided on this page) that they need illegals otherwise they can't
fill their jobs, this is a self serving and completely unfounded
myth. Citizens and legal immigrants would proudly fill those jobs,
they're simply salivating at undercutting the prevailing wages or
expanding their consumer markets. This is their short sighted "rush
to the bottom line" at the expense of lost jobs to citizens and lost
business for employers who obey the laws. This is not the American
way of healthy competition that encourages progress but rather the
worst form of illegal activity to be found in business. They also
fail to consider how it shifts the numerous social costs off onto
the rest of the nation.
Americans know that with one phone call from their
Commander-in-Chief, within a week the resources of the United States
military could easily secure (even under strict engagement rules)
the remaining open border sections known for crossings, yet he
capitulated with the Mexican Presidents' request to not do so.
Internally, because of their activities in country, more than
600,000 state and local law enforcement officers come into contact
with illegal aliens every day, yet few are turned over to ICE, this
must change. Because the government has failed to manage the
existing immigration laws, how can it be trusted to manage a new and
much larger amnesty guest worker program? Americans also see the
inconsistency of talking tough about border security while at the
same time providing billions in government services for those in the
country illegally, agencies who don't even ask for their legal
status! Providing free services to illegal immigrants uses resources
that our citizens need, citizens must have the priority. The costs
for providing those 'free' services are being shifted over into
higher taxes and higher insurance costs, many hospitals are closing.
The American people can no longer be forced bear the weight of the
failed leadership of its neighboring countries, those countries and
their people must now do this for themselves. A better quality of
life and free social services instantly and illegally enjoyed in
America is not valued or embraced, Latin America must of their own
sweat-equity develop better standards and opportunities for their
people.
This is about America being a nation of laws and
when broken on a scale this large there are now repercussions few
could have imagined. There's an underlying strategy that slowly
America will just get used to the idea of millions of illegals even
though Americans have repeatedly sent the message of a resounding
no! Some officials still believe the myth that if they cater to
illegal immigrants it will somehow increase their voter base, this
has never proven true. This is about national security, jobs for
citizens and legal immigrants first, saving their communities from
third-world standards and demanding what is best for America above a
weak political and business self interest.

Cartels control migrant routes
Would-be immigrants used as decoys along the
U.S. border

SASABE, Mexico — Mexican
druglords are taking over the business of smuggling
migrants into the United States, using them as human
decoys to divert authorities from billions of
dollars in cocaine shipments across the same border.
U.S. and Mexican law enforcement officials told
The Associated Press drug traffickers, in response
to a U.S. border crackdown, have seized control of
the routes they once shared with human smugglers and
in the process are transforming themselves into more
diversified crime syndicates.
The drug gangs get protection money from the
migrants and then effectively use them to clear the
trail for the flow of drugs.
The gangs use undocumented aliens “to maneuver
where they want us or don’t want us to be,” said
Alonzo Pena, chief of investigations for U.S.
Immigration and Customs Enforcement in Arizona.
Gustavo Soto, a spokesman for the U.S. Border
Patrol in Tucson, Ariz., said smugglers are carrying
drugs along paths once used primarily by migrants.
New fences and National Guard troops have helped
seal the usual drug routes, and vehicle barriers are
forcing traffickers to send more drugs north on the
backs of cartel foot soldiers, he said.
“We have been able to seal many of the drug
routes by adding technology and more agents,” Soto
said. “We’re seeing a tremendous amount of drugs
being seized.”
The advent of drug-trafficking extortionists
along the border also may be responsible for much of
the drop in illegal immigration U.S. officials have
attributed more directly to better enforcement,
Mexican officials and analysts say.
The new order became clear in December when
heavily armed men stopped 12 vans packed with 200
migrants on a desolate desert road just south of the
border. Local officials say they ordered everyone
out, doused the vehicles with gasoline and set them
ablaze.
Nobody was hurt, but the vehicles’ charred
carcasses remain an unmistakable message to the
thousands of migrants traveling north on the
border’s top people-smuggling route.
Since then, members of the powerful Sinaloa drug
cartel have consolidated control of most of the main
routes into Arizona, using teams of gunmen to set up
the haggard border-crossers as decoys for U.S.
security, U.S. and Mexican officials said.
Just south of the Arizona border, near the key
people-smuggling way station of Sasabe, armed men at
a gas station stop vans full of migrants heading
north, charging them $90 each and dictating when and
where they can cross, migrants and local officials
said.
At times, the migrants are pooled and sent across
in large numbers at one time of the day, clearing
the route for a drug shipment a short time later.
Smugglers also direct migrants away from successful
drug routes in hopes of minimizing the manpower U.S.
authorities assign to the area.
“The drug traffickers won’t allow migrants to
enter because the area will ‘heat up’ and the U.S.
Border Patrol will be on alert,” one local Mexican
official said, speaking on condition of anonymity
for fear of retribution. “They want control so they
can ‘cool off’ the area and go in with their cargo.”
While the Sinaloa cartel controls the Arizona
border, its main rival, the Gulf cartel, has become
involved in the people-smuggling business along the
Texas border, according to Noe Ramirez, a Mexican
deputy attorney general. Ramirez described the
development recently as he announced the detention
of five people who allegedly moved drugs and
migrants into the United States for the Gulf cartel.
Federal police have seen the same trend.
“Drug smugglers are shifting toward people- and
arms-smuggling,” said Patricio Patino, a top Mexican
security official.
People-smuggling is only part of the cartels’ new
efforts to diversify.
The Mexican border is providing a less reliable
profit stream for drug smugglers, analysts and law
enforcement officials say. The United States seized
20 percent more cocaine and 28 percent more
marijuana along the border in the past six months,
compared with the same period a year ago.
And last month, Mexican police made the world’s
largest seizure of drug cash — $207 million neatly
stacked inside a Mexico City mansion — allegedly for
a methamphetamine factory that would have produced 3
million pills a day for the U.S. market.
The cartels collect protection money from all
manner of businesses, much like traditional U.S.
mafia organizations. In many parts of Mexico, the
cartels now dictate everything from who shines shoes
on street corners to who is chosen as police chief.
President Felipe Calderon vowed two weeks ago to
intensify his crackdown on the cartels in response
to violence. Headless or tortured bodies turn up in
public places nearly every day, many with notes
threatening local authorities. On April 16 alone,
some 20 bodies were discovered across Mexico, all
believed to be victims of drug violence.
In the 10 months since the arrival of National
Guard troops, 271,195 people have been detained
along the Arizona border, an 18 percent drop over
the period a year ago, according to the Border
Patrol.
“Now migrants are facing two sets of controls —
the U.S. Border Patrol and criminals,” a Mexican
immigration official said on condition of anonymity.
“But the criminals are scaring them away because
they return to their towns and tell people how bad
things were for them.”

and peaceful movements for justice since the civil rights movement
of the 1960s. You are considering joining in this activist protest
because you are done talking. You have debated, you have begged,
you have pleaded with your government officials -- public servants
whom you trusted to stand by the oath they took when sworn into
office to protect the United States from invasion by enemies
foreign and domestic. The human flood breaching our Homeland
Defense is not necessarily the enemy per se; drug dealers,
criminals and potential terrorists are, and they should be the
source of any ire you may be experiencing.
You are considering joining the MinutemanHQ not because of bias
towards people from another country, but rather because you feel
your government owes the citizens of the United States protection
from people who wish to take advantage of a free society. We
demand that President Bush, members of Congress and the Senate
maintain an orderly queue of entry into our country. We are three
years post September 11, 2001, and still our government is more
concerned with securing the borders of foreign lands than securing
the borders of the United States. Enough is enough. I apologize
for applying such a bromide, but when the going gets tough, the
tough get going. I come from a generation that has lost the ideal
that we are a “can-do nation.” I cannot accept the weak excuse
from our government that the problem is unsolvable. That mindset
is un-American. We can and we will make a difference. We, as
citizens, are the government, are acting within the social
contract of our right to freedom, and we will apply our efforts
within the limits of the laws we have created. Regardless of
whether we agree with the constraints on our limited ability to
stem the flow of crime across our borders, we will display the
highest level of restraint, thus proving we are responsible
citizens and that our character is consistent with our ability to
stay within the boundaries of the law.
Are
you willing to sacrifice a few days, a week, a month to help do
the job that the government should be doing? If you choose to make
the sacrifice and become the active majority rather than the
silent majority, you will have accomplished more in one month than
the sum total of all your years of complaining and demanding
action from your public servants who seem more interested in
working for people from other countries than they are in working
for us.
Our effort will be tangibly effective in supporting the defenders
of our border, the patriotic men and women of the U.S. Border
Patrol. You will offer your assistance and become
force-multipliers to assist their monumental task of turning back
the tidal wave of people entering our country illegally.You must be willing to
accept the following plan, or you, as a segment of a larger group,
are doomed to be remembered in history as representative not of
the strongest character, but rather as the weakest link in our
maligned and misunderstood group of truly patriotic nationalists.
You must understand in the deepest ways the importance of our
challenge.
You are here because you are
willing to challenge our government to fulfill their
constitutionally mandated responsibility, not because you want to
fight them, but because you want to challenge them by fulfilling
their obligation in their absence. You are willing to become
force-multipliers in the absence of Congressional and Presidential
will.
Composing letters, e-mails
and faxes did not make an impression on our public servants. Now
we will assert ourselves as citizen representatives of the
government. We are citizens who set the example, of the people for
the people and by the people.
We will succeed. If we
are to send the message loud and clear to President Bush and
Congress, it is imperative that we stay within the law. If one
single individual steps over the line for their personal
gratification, we are all stained with that irresponsible behavior,
and labeled forever as a fringe element that embarrasses all who
are counting on us to make this historic statement.
We must prevail, we will
prevail. We shall overcome the effort by many to identify this
movement as irresponsible; we will be victorious in proving the
skeptics wrong. Our efforts will change the course of history and
ignite others to stand with courage to make a change. Many are
waiting for the outcome and will themselves be motivated with a
new sense of activism; we will be leaders who will make a
difference, role models who will influence future generations. Are
you with us, Americans? If yes, then “let's roll”! |

The Legion's Opposition To Illegal

The American Legion is unalterably opposed to illegal immigration and
the apparent lack of enforcement of immigration
laws by federal
government agencies. Immigration is a critical issue to national
security, as evidenced by the terrorists
admitted into this country,
who went on to commit the attacks of Sept. 11, 2001.
American Legion positions on immigration date back to the
organization's roots. In 1919, Legionnaires opened their arms
to a wave of immigrants from foreign lands. The organization worked with
the government in providing meaningful
naturalization ceremonies and
instructed immigrants on the English language, assisting their
adjustment to the American
way of life.
At the same time, the Legion also envisioned a time when this
country would have to withdraw the welcomemat,
due to increasing
numbers of new immigrants and the difficulty of assimilating into U.S.
society. The Legion passed
resolutions asking Congress for limited
quotas, calling for strict enforcement of immigration and customs laws
and
the removal of illegal aliens. An estimated 8 million to 11 million illegals ....

Vietnamese for Fair Immigration
OUR POSITIONS

We feel the U.S. should treat illegal
aliens the same way other countries treat their illegal aliens,
and
how Vietnamese illegal aliens and their children were treated.
Vietnamese and non-Hispanics will be
treated fairly and no longer
be discriminated against by the U.S. Government if it does the
following:
1. Enforce all immigration laws. At a minimum these enforcement
measures should include:
A) Businesses should be required to check the validity of new
employees Social Security or work
permit numbers.
B) Local and state law enforcement officers should verify the
citizenship and immigration status of
everyone they apprehend.
Every illegal alien they apprehend should be detained and
transferred to
the Homeland Security Departments ICE division for
deportation.
2. Children born to illegal aliens and guest workers in the U.S.
should not be given U.S. citizenship.
The U.S. is totally out of
step with the rest of the world in this regard.
3. Any long term guest worker program (1 year or more) should only
include foreigners outside the
United States, not illegal aliens
inside the U.S. To protect the wages of Vietnamese-Americans and
all Americans, the guest worker recommendations of the Jordan
Commission should be followed.
4. We support U.S. investment in high immigrant sending countries
to create more opportunities there.
For example, we support the
proposal where the U.S. would match any new funds Mexico spend on
infrastructure, education, and law-enforcement improvements if
they also institute free-market and anti-corruption reforms. Since
a dollar goes much further in these countries, many times more
people could
be helped this way instead of helping only a
relatively few by letting them into the U.S.
5. The U.S. should not allow legalized illegal aliens nor anyone
they sponsored to sponsor their relatives
for family preference
immigration. This would eliminate the increased waiting times past
legalizations of
illegal aliens has created. For the minor
children and spouses of legalized illegal aliens, a separate
temporary category could be set up as was done from 1992 to 1994.
6. Waiting times and backlongs would be further reduced if the
diversity visa category was eliminated
and family preference
immigration increased a similar amount. This would also increase
U.S. diversity
much more than the current system, since almost
half of the diversity admitees are from Europe.


The above charts show how the legalization
of illegal aliens reduces family preference immigration
for the
relatives of legal immigrants. Approximately 63,000 of the 226,000
family preference immigrants,
or about 28%, are either sponsored
by legalized illegal aliens, or are additional illegal aliens
legalized
under Section 245i.
When we say additional we mean the illegal aliens that never would
have been sponsored if they had
not illegally entered the U.S or
overstayed their visa. An example of this is someone who illegally
entered the U.S. and then marries a legal resident. If they had
not illegally entered chances are they
would not have married a
U.S. resident, and thus never would have been sponsored by anyone.
We
estimate 50% of Section 245i adjustees are in this category.
Another way to reduce the current discrimination against
Vietnamese and non-Hispanics would be to
greatly increase
immigration numbers. But it must be remembered current immigration
limits were
arrived at after much study, for the best interests of
the American people.
America is already the third most populous country in the world,
and accepts half of the world's
immigrants. Plus the current
American population "living the American Dream" is already using
natural resources at twice the rate they are being replaced, and
is responsible for 25% of the worlds ecologic
deficit.
Greatly increasing immigration numbers would have negative impacts
on Americans economic
conditions, social fabric, and natural
environment. We are Americans first and Vietnamese second,
and
want what is best for America. We don't want to impose any
additional burdens on the American
people who have gratefully
given us a new home in the land of freedom.

For the love of money...Since 1996, leaders of the
Sierra Club have refused to admit that immigration driven, rapid U.S.
population
growth causes massive environmental problems. And they have refused to
acknowledge the need to reduce U.S.
immigration levels in order to stabilize the U.S. population and
protect our natural resources. Their refusal to do
what common sense says is best for the environment was a mystery for
nearly a decade.
Then, on Oct. 27, 2004, the Los Angeles Times revealed the answer:
David Gelbaum, a super rich donor, had
demanded this position from the Sierra Club in return for huge
donations. Kenneth Weiss, author of the LA Times
article that broke the story, quoted what David Gelbaum said to Sierra
Club Executive Director Carl Pope:
"I did tell Carl Pope in 1994 or 1995 that if they
ever came out anti-immigration, they would never get a dollar
from me."

In brief,
the Mexican Constitution states that:
- Immigrants and foreign visitors are banned from public political
discourse.
- Immigrants and foreigners are denied certain basic property
rights.
- Immigrants are denied equal employment rights.
- Immigrants and naturalized citizens will never be treated as real
Mexican citizens.
- Immigrants and naturalized citizens are not to be trusted in
public service.
- Immigrants and naturalized citizens may never become members of
the clergy.
- Private citizens may make citizens arrests of lawbreakers
(i.e., illegal immigrants) and hand them to the authorities.
- Immigrants may be expelled from Mexico for any reason and without
due process.
The Mexican constitution: Unfriendly
to immigrants
The Mexican constitution expressly forbids
non-citizens to participate in the country's political life.
Non-citizens are forbidden to participate in demonstrations or express
opinions in public about domestic politics. Article 9 states, "only
citizens of the Republic may do so to take part in the political
affairs of the country." Article 33 is unambiguous: "Foreigners may
not in any way participate in the political affairs of the country."
The Mexican constitution denies
fundamental property rights to foreigners. If foreigners wish to
have certain property rights, they must renounce the protection of
their own governments or risk confiscation. Foreigners are forbidden
to own land in Mexico within 100 kilometers of land borders or within
50 kilometers of the coast. Article 27 states,
"Only Mexicans by birth or naturalization
and Mexican companies have the right to acquire ownership of lands,
waters, and their appurtenances, or to obtain concessions for the
exploitation of mines or of waters. The State may grant the same
right to foreigners, provided they agree before the Ministry of
Foreign Relations to consider themselves as nationals in respect to
such property, and bind themselves not to invoke the protection of
their governments in matters relating thereunto; under penalty,
in case of noncompliance with this agreement, of forfeiture of the
property acquired to the Nation. Under no circumstances may
foreigners acquire direct ownership of lands or waters within a zone
of one hundred kilometers along the frontiers and of fifty
kilometers along the shores of the country." (Emphasis added)
The Mexican constitution denies equal
employment rights to immigrants, even legal ones, in the public sector.
Article 32: "Mexicans shall have priority over foreigners under
equality of circumstances for all classes of concessions and for all
employment, positions, or commissions of the Government in which the
status of citizenship is not indispensable. In time of peace no
foreigner can serve in the Army nor in the police or public security
forces."
The Mexican constitution guarantees
that immigrants will never be treated as real Mexican citizens, even
if they are legally naturalized. Article 32 bans foreigners,
immigrants, and even naturalized citizens of Mexico from serving as
military officers, Mexican-flagged ship and airline crew, and chiefs
of seaports and airports:
"In order to belong to the National Navy or
the Air Force, and to discharge any office or commission, it is
required to be a Mexican by birth. This same status is indispensable
for captains, pilots, masters, engineers, mechanics, and in general,
for all personnel of the crew of any vessel or airship protected by
the Mexican merchant flag or insignia. It is also necessary to be
Mexican by birth to discharge the position of captain of the port and
all services of practique and airport commandant, as well as
all functions of customs agent in the Republic."
An immigrant who becomes a naturalized Mexican
citizen can be stripped of his Mexican citizenship if he lives again
in the country of his origin for more than five years, under Article
37. Mexican-born citizens risk no such loss.
Foreign-born, naturalized Mexican
citizens may not become federal lawmakers (Article 55), cabinet
secretaries (Article 91) or supreme court justices (Article 95).
The president of Mexico, like the president of
the United States, constitutionally must be a citizen by birth, but
Article 82 of the Mexican constitution mandates that the president's
parents also be Mexican-born citizens, thus according secondary status
to Mexican-born citizens born of immigrants.
The Mexican constitution forbids
immigrants and naturalized citizens to become members of the clergy.
Article 130 says, "To practice the ministry of any denomination in the
United Mexican States it is necessary to be a Mexican by birth."
The Mexican constitution singles out
"undesirable aliens." Article 11 guarantees federal protection
against "undesirable aliens resident in the country."
The Mexican constitution provides the
right of private individuals to make citizen's arrests. Article 16
states, "in cases of flagrante delicto, any person may arrest
the offender and his accomplices, turning them over without delay to
the nearest authorities." Therefore, the Mexican constitution appears
to grant Mexican citizens the right to arrest illegal aliens and hand
them over to police for prosecution.
The Mexican constitution states that
foreigners may be expelled for any reason and without due process.
According to Article 33, "the Federal Executive shall have the
exclusive power to compel any foreigner whose remaining he may deem
inexpedient to abandon the national territory immediately and without
the necessity of previous legal action." |

| MINUTEMEN TO BUILD ARIZONA-MEXICO BORDER FENCE
(PHOENIX, AZ) April 20, 2006 – Chris Simcox, President of the
Minuteman Civil Defense Corps (“MCDC”), today announced plans by the
MCDC to work with local Arizona land owners to build border security
fencing on private land along the border with Mexico.
At present, six private land owners have
partnered with the Minutemen for the commencement of construction of
border fencing on their land. Surveillance cameras on the fencing will
be monitored via computer by registered Minutemen across the country.
We have chosen a fence design that is based on the Israeli fences in
Gaza and on the West Bank that have cut terrorist attacks there by 95%
or more. In order to be effective, a fence should not be easy to
compromise by climbing over it with a ladder, cutting through it with
wire cutters, ramming it with a vehicle, or tunneling under it
undetected. No fence can be a 100% impenetrable barrier—but a good
design will be time-consuming enough to get through that Border Patrol
agents can be alerted to get to a point of attempted intrusion before
the intrusion can be completed. We thank Colin Hanna and We Need A

Simcox says those involved in the planning hope to keep costs near
$150 per foot.

use of the necessary heavy construction equipment.
The groundbreaking will begin in Arizona on Memorial Day weekend,
unless in the interim President Bush deploys National Guard and
reserve troops to immediately secure the out-of-control southern
border.
The fencing will be built with privately donated funds, engineering
and labor and will be used as an example to educate the public about
the feasibility and efficacy of fencing to secure America’s borders
from illegal incursion by aliens and international criminal cartels. A
non-profit organization dedicated specifically to this purpose will
facilitate and administer donations for construction of the fence.
Monetary and in-kind contributions for this effort will go directly
into building materials for this private, volunteer fencing project.
Simcox issued the following statement on the MCDC border fence
project:
“President Bush once said he would not wait on events to
act to protect our country. He has been president for over five years,
and still he has not acted to secure our territorial frontier, even as
his administration admits the United States government does not have
operational control of our borders.
“On Memorial Day weekend, the American people will exercise their
God-given rights to protect their lives and property by initiating
construction of fencing along the border on private land unless
President Bush immediately deploys National Guard and/or reserve
troops along the breadth of the Southwestern border line with Mexico,
thereby retaking the region from the international criminal cartels
who presently are in operational control of the border. Additional
support is available from military units presently training to guard
the borders in other countries such as Iraq and Afghanistan and they
should immediately relocate their training to the Southwestern border.
“The existing border crisis is a dereliction of duty by those
entrusted with American security and sovereignty, leaving America
vulnerable to terrorist infiltration and an unprecedented crime wave
caused by drug smugglers, rapists, thieves, human traffickers and
murderers who currently cross our border at will.
“President Bush and Congress have taxed the wages of the American
people to pay for the protection of our country, and expended those
dollars to subsidize millions of low-wage illegal workers with
housing, education, medical care, and welfare benefits. Yet even the
most basic level of national territorial integrity requires that our
elected representatives secure the border. Should they continue to
refuse to do their Constitutional duty, the Minutemen will again step
into the breach and commence building the required border barriers on
private land and with private donations.
“Should President Bush and Congress fail to fulfill their oaths of
office, and meet their Constitutional obligation to protect these
United States from invasion, we, the sovereign people of the United
States, having suffered a long train of abuses at the hand of a
willfully insolent government, do hereby declare that these States
ought, should and will be protected by American Minutemen.”

The main thrust of the Illegal Immigration Reform and Immigrant
Responsibility Act (IIRIRA) of 1996 was on illegal immigrants.
Indeed, most of its provisions were aimed at improving the
ability of law enforcement agencies, including Federal
Immigration enforcement units, to deter illegal migration and
combat illegal immigration activity. Therefore, Federal
Immigration enforcement units are interested in identifying, and
then removing, illegal immigrants from the United States, and in
prosecuting those caught pursuing criminal immigration
activities.
The United States, as a nation of immigrants, is an ethnically
and religiously diverse country. In the years since our
establishment, we have become a country with a large number of
ethnically diverse native born groups. To this diversity we must
add the annual arrival of hundreds of thousands of additional
immigrants -- including those coming in through the Diversity
Lottery Visa Program -- authorized by the Immigration Act of
1990. People will look and act differently because of this rich
diversity. Not everyone who looks or acts different is here
illegally. Most of the neighbors and friends and people
encountered during daily living will be Americans or aliens here
legally for short- or long-term reasons. It is virtually
impossible to know the immigration status of people in the
United States just by looking at them or listening to them
speak. And, as is well known, it is illegal to discriminate
against people on the basis of race, religion, national origin
and so on.
While identifying and dealing with illegal immigration
activities is an important element of the Immigration
enforcement core mandate, safeguarding the civil rights of all
Americans and aliens is also important. The procedures below
detail ways for people to report suspected illegal aliens or
suspected illegal immigration activities to the Immigration
officers. Federal Immigration professionals are the ones with
the training and information needed to determine whether or not
these suspicions might warrant further investigation.
Therefore, while we appreciate the tips, Immigration will
investigate and follow up according to its internal policies,
priorities and procedures. Persons reporting such activities
should not expect to see immediately any particular action one
way or the other. Even in those cases where further
investigation is warranted, it takes time for the facts to be
known, true status determined, and action authorized.
What Is Considered An Illegal Activity Under Immigration Law?

How Can I Report Suspected Illegal Alien Activity or a
Suspected Illegal Alien?
Each immigration field office has a specific process for
reporting suspected illegal alien activity. You should first
decide where the suspected illegal alien activity or illegal
alien is located. Our offices have areas of jurisdiction that
are generally determined by state boundaries. The three
immigration related agencies -- U.S. Citizenship and Immigration
Services, U.S. Immigration and Customs Enforcement, and U.S.
Customs and Border Protection -- have web sites where you can
find immigration information. They are: uscis.gov, ice.gov, and
cbp.gov. All three are accessible from the Department of
Homeland Security web site -- dhs.gov.
How Will My Information Be Used?
Immigration offices receive hundreds of notifications of
suspected illegal alien activity and suspected illegal aliens
each year. We use this information in planning our enforcement
efforts. We do not provide status on specific reports of illegal
activity. Many enforcement actions occur as a result of several
sources of information.
Normally, the person that provides the information will not be
contacted after the initial report is filed nor kept informed of
any actions by Immigration authorities. The person providing the
information is not required to give his/her name or other
personal information.
We greatly appreciate the assistance of the public in
identifying possible suspected illegal alien activity and
suspected illegal aliens. If you provide information, it will be
evaluated and used to help us better enforce our immigration
laws.

nationality who could be admitted under this law each year were
limited to three percent of the number of foreign-born persons of such
